at filing if the priority country does not participate
in the document exchange program. This
document can be filed any time after the initial
filing up until grant.

Unlike most countries, the USPTO accepts faxed or
scanned copies of documents from the applicant.
The U.S. Patent and Trademark Office strongly
encourages applicants to check the Patent
Application Information Retrieval (PAIR) system
to determine whether the USPTO successfully
retrieved the priority document. The applicant will
be notified if the retrieval attempt is unsuccessful
and that a paper copy of the certified copy of the
priority document must be provided before the
U.S. application issues as a patent.
